John MacDonald brings more than 20 years experience in legislative and government relations, media and communications planning, public speaking, writing, community relations and business affairs. For more than a decade, John has worked as a private consultant, addressing the needs of a wide variety of clients at the Arizona Legislature and many other arenas. In 2008, the Arizona Capitol Times named him Arizona’s “Lobbyist of The Year.”

 

His legislative expertise includes such diverse areas as municipal issues, health care, judicial administration, telecommunication, Native American issues, gaming and water management.

 

Prior to working in the private sector, John spent four years as the Public Affairs Officer for the Arizona Supreme Court and seven years as Director of Government Affairs for the Arizona Attorney General’s Office. In these positions he was responsible for all government relations efforts, policy analysis, legislative affairs, media relations, public relations, office administration and special projects.

 

John graduated from Arizona State University with a Bachelor’s Degree in Business Administration. He is an Arizona native, and for many years was a biweekly columnist for The Arizona Republic, the state’s largest daily newspaper, writing on a wide variety of topics.


Dana Paschke has more than 15 years experience in legislative and government relations, organizational development, strategic planning, economic development and community relations. For more than four years, Dana has been a state legislative lobbyist and consultant for a number of public and private clients.

 

Her areas of expertise include municipal and local government affairs, transportation, economic development and land use planning. She also assists client associations in meeting their short and long-term strategic goals.

 

Prior to working in the private sector, Dana spent eight years implementing the intergovernmental program for the City of Glendale (Arizona), in which she was responsible for representing the city’s interests with federal, state, county and local entities, regional transportation agencies and associations. Prior to Glendale, she served on the staff of U.S. Congresswoman Kay Granger (TX) and on several political campaigns.

 

A native Arizonan, Dana holds a Bachelor’s Degree in Political Science from Texas Christian University and a Master’s Degree in Public Administration from Arizona State University.

Achievements

With an eye toward confidentiality, Policy AZ does not provide a listing of clients. However, we are proud of our varied and numerous achievements over many years at the Arizona Legislature, and in public policy arenas throughout the state. A few of these include:

 

  • Negotiation and successful implementation in 2002 of Proposition 202, the “17-Tribe Initiative” that authorized continued compacts between the State of Arizona and Native American tribes wishing to engage in gaming enterprises.
  • Successful negotiations in 2008 and 2011 between landowners and potential developers concerning building heights and locations, including positive results with local city councils on behalf of adjacent property owners.
  • Formulation of a crisis communication plan in 2003 for a large corporation victimized by a major identity theft.
  • Passage of enabling legislation, and the Regional Transportation Plan related to Proposition 400 in 2004, which authorized a 20-year extension of the Maricopa County transportation sales tax — including key funding for Valley Metro Rail, the region’s first light rail system.
  • Defeat of legislation in 2008 and 2009 that would have done damage to existing economic development agreements between municipalities and local businesses.
  • Successful revisions in 2011 to a professional practice act contained in Arizona statutes.
  • Extensive advocacy and negotiations during the 2011 legislative session to help reform Arizona’s probate system, resulting in the passage of key legislation.
  • Passage of legislation in 2011 to protect private industry from unnecessary regulation and fees from local governments.
